NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek Nuclear Generating Station License No. DPR-16

. EA 89-22 During an NRC inspection conducted between October 30 through December 3, 1988, violations of NRC physical protection requirements were identified. In accord-ance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1988), the violations are set forth below:

A. License Condition to 2.C(6) to Facility Operating License DPR-16 requires the licensee to implement fully and maintain all provisions of the NRC-approved physical security plan.

B. 10 CFR Part 73.71, Appendix G Section I.(c) requires, in part, that any degradation or d'iscovered vulnerability in a safeguards system that could allow unauthorized access to a vital area for which compensatory measures have not been employed must be reported to the NRC Operations Control Center within one hour.

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby )

required to submit a written statement or explanation to this office within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for '

each violation: (1) the reason (s) for the violation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the correc-tive st0ps that will be taken to avoid forther violations, and (4) the date when full compliance will be achieved. Consideration may be given to extending the response time for good cause shown.
