APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek Nuclear Generating Station License No. DPR-16 As a result of the inspection conducted March 9 through April 19, 1987 and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the follow-
.ing-violation was-identified:
Technical Specification 6.8.1 states, " Written procedures shall be estab-lished, implemented, and maintained that meet or exceed the requirements
. of the Nuclear Regulatory Commission's Regulatory Guide 1.33..." Appendix A of Regulatory Guide 1.33 states that, " Specific procedures for surveil-lance... calibrations should be written (implementing procedures are required for each... calibration listed in the Technical Specifications)."
Contrary to the above, as of March 12, 1987 and during a calibration per-formed in July -1986 no implementing procedure had been prepared for the.
calibration of the primary containment sump flow integrator and the pri-mary containment equipment drain tank flow integrator listed in Technical Specification 4.3.H.
This is a Severity Level IV Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office, within 30 days of the date of the letter which transmitted this Notice, a written- statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
