APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek Nuclear Generating Station License No. DPR-11 As a result of the inspection conducted on September 11 - October 4 and October ,

4 14-29, 1988, and in accordance with the NRC Enforcement Policy (10 CFR 2, Append!x C) the following violation was identified:

Title 10 Code of Federal Regulations, Part 50, Appendix J III.D.2(b) states in part that:

(A) Airlocks opened during periods when containment integrity is not required by the plant's technical specifications shall be tested at the end of such periods at not les< than Pa.

Contrary to the above, on five occasions: January 6,1987, January 19, 1987, March 10,1987, May 15,1987 and August 4, 1987, after periods when contai- ,t integrity was not required by the plant's technical specifi-catfor. , the drywell airlock was tested at a pressure less than Pa and the r"actor plant subsequently taken to a condition when containment integrity was required by the plant technical specifications.

(B) Airlocks shall be tested at 6 month intervals at an internal pressure not less than Pa.

Contrary to the above, from November 22, 1987 until July 10, 1988, the reactor plant was operated when containment integrity was required by

! plant technical specifications with no test performed on the drywell airlock.

Tt.is is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby re-quired to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including:

(1) the r.orrective steps which have been taken and the results achieved; (2) :or-rective steps which will be taken to avoid further violations; and (3) the date when full complirnce will be achieved. Where good cause is shown, consideration will be given N e'. tending this response time.
