APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek Nuclear Generating Station License No. OPR-16 As a result of the inspection conducted on October 17, through October 21, 1988, and in accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the following violation was identified:
10 CFR 50.54(p) states, in part, that the licensee may make changes to the physical security program plans without prior Commission approval if the changes do not decrease the effectiveness of the plan. The licensee shall submit to the Commission a report containing a description of each such change within two months after the chs ae is made.

Contrary to the above, on July 14, 1988, the protected area intrusion detection system described in the NRC-approved Physical Security Plan was replaced with a new intrusion detection syscem.
It was determined during this inspection that a report containing a description of this change was not submitted to the Commission within two months of the change.
This is a Severity Level V violation.

Pursuant to the provisions of 10 CFR 2.201, GPU Nucler.r Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compilance will be achieved. Where good cause is shown, consideration will t'e given to extending this response time.
