. NOTICE OF VIOLATION 9 19 l GPU Nuclear Corporation Docket No. 50-Hf Oyster Creek Nuclear Generating Station License No. CPPR-105 l As a result of the inspection conducted on February 17-20, 1987 and in accord-l ance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following

! violation was identified:

10 CFR 50, Appendix B, Criterion VI requires that measures shall be established to control the issuance of drawings affecting quality. The measures shall assure that drawings, including changes, are reviewed for adequacy and approved for release.

The licensee's procedure no. 5000-ADM-7312.02, titled As Built Drawings requires updating of drawings to incorporate changes to the plant configuration. The licensee's standard 05-010, titled Checking Drawings also contains provisions to reference all affected drawings.

Contrary to the above, control room drawing, GE 237E726, was not updated to incorporate the plant modification which installed blind spectacle flanges that provide containment isolation for the main steam drain. The work package BA 323402 and Safety Evaluation No. 323402-001 Rev 1, also neglected to reference this applicable drawing.

This is a Severity Level V violation (supplement I)

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office within thirty days cf the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
