APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-219 Oyster Creek Nuclear Generating Station As a result of the inspection conducted on February 22 - 26, 1988, and in accordance with the "General Statement of Policy and Procedure for NPI Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1986),
the following violation was identified:
A. Title 10, Code of Federal Regulation, Part 50.54(t) requires licensees who are authorized to operate a nuclear power facility to provide for a review of its emergency preparedness program at least every 12 months. This review shall include an evaluation of the adequacy of interfaces with State and Local Governments.
Contrary to the above, GPU Nuclear Corporation failed to evaluate the adequacy of the interface with the State of New Jersey. This violation has been categorized as Severity IV per Item 0 of Supplement VIII to Appendix C to 10 CFR 2.
Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the reasons for the violation; if admitted; (2) the corrective steps which have been taken and the results achieved; (3) corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
