APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No.
50-219 Oyster Creek Nuclear Generating Station (OCNGS)
License No. DPR-16 As a result of the inspection conducted on June 29 - July 2,1987, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:
The OCNGS Technical Specifications, paragraph 6.8.2 states in part:
"Each procedures... shall be reviewed... and approved... prior to implementation and periodically as specified in the Administrative Procedures."
The OCNGS Station Procedure - 107, paragraph 3.3.4 requires:
" Review shall be performed at least once every two years..."
Contrary to the above, as of July 2,1987, sixteen Operations Engineer-ing Procedures, five Mechanical Engineering Procedures, three Fire Protection Procedures, and twenty one Maintenance, Construction and Faci-lity Department Procedures were not reviewed within the required two year period and were overdue since December 1986.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
