RELIEF REQUEST 88-04 REGARDING ADDITION OF AN INSPECTION PORT TO CONTAINMENT SFRAY HEAT EXCHANGER 1A, MCGUIRE NUCLEAR STATION, UNIT 1(TAC 68363)
By letter dated May 5,1988, you advised the NRC that an alteration had been completed to Containment Spray Heat Exchanger IA on McGuire Unit I to add an inspection port to its shell, and you requested rel'ief from ASME Code Section XI requirements pursuant to 10 CFR 50.55a(g)(5)(iii). The request was designated Relief Request 88-04..
The staff has evaluated Relief Request 88-04. Enclosed is our Safety Evaluation Report (SER). The SER notes that this request for relief was untimely and that a higher test pressure should have been applied during the alternate testing.
Retesting at this time is no longer pract1 cal because the addition was reconfigure af tr.r testing. Nevertheless, we find that the derated vessel provides a reasonable level of structural integrity and is, therefore, acceptable. Replacing the heat I
excimnger or reworking the alteration to now achieve the proper test pressure would cause considerable hardship without a compensating increase in the level of quality and safety.
Accordingly, relief from the hydrostatic test requirements is granted for McGuire Unit 1,pursuantto10CFR50.55a(g)(6)(i). This relief is authorized by law and will not endanger life or properi,v or the common defense and security and is othentise in the public interest given due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
Additionally, your quality assurance data packages for the heat exchanger, including the next annual update of the FSAR, should be annotated not only to document the work performed, but also to reflect the new, derated design pressure because of the work done.
