This revision supersedes our submittal of Reference (b) and incorporates additional information as a result of continuing program and in response to previously identified NRC concerns.

Specifically, additional detail has been added in the following areas:

o The plant Technical Guidelines have been enhanced and the background information expanded to better describe the ise of the generic guidelines. A comparison to the reference plant is also provided.

o A revised Writer's guide has been incorporated.

o The program objectives have been expanded to describe how the objectives will be achieved.

The Procedure Generation Package is expected to be finalized during the i next several months upon completion of PORC review of the revised procedures.

Preparation of lesson plans for operator training will commence shortly and formal classroom training is expected to begin later this year. The procedures will be implemented prior to startup of Cycle XIX.
