.The purpose of this letter is to provide the Special Report required by Technical Specification (TS) 3.3.3.1, Table 3.3-6, Action 19, of Facility Operating License NPF-15 for San Onofre Nuclear Generating Station, Unit 3,

-involving the Condenser Evacuation System Noble Gas Activity Monitor being out

of service for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

On November 27, 1989, with Unit 3 at 100% power, Wide Range Gas Monitor

~3RI-7870 was removed from service for the performance of the 18-month channel-calibration surveillance required by TS 4.3.3.1, Table 4.3-3. Since redundant monitor _3RI-7818 was inoperable, Actions 36, 37 and 40 of Limiting Conditions for Operation (LCO) 3.3.3.9 were entered. In addition, the preplanned alternate method of monitoring required by LCO 3.3.3.1 Action 19 was implemented.

It is anticipated that 3RI-7870 will-be returned to service by December 16, 1989 following completion of satisfactory channel calibration. Since the preplanned alternate method of monitoring noble gas at the condenser evacuation system discharge was maintained, the health and safety of plant
