E' Assistant Associate Director Office of Natural and Technological Hazards Programs SURIECI: Post-Exercise Assessment of the June 4,1986 Exercise for the Indian Point Nuclear Power Station Attached is a ccpy of the post-exercise assessment of the June 4,1986 exercise for the Indian Point Nuclear Power Station. 'Ihis was a full-scale exercise for the State of New York, and the Counties of Westchester, Rockland, Putnam and Orange. The report was prepared by Region II of the Federal Emergency Management Agency (FEMA).

The report identifies deficiencies in the following areas:

' Appropriate information was not being transmitted by the Bergen County, New Jersey, liaison representative in the Rockland County Emergency Operations Center (EOC). This limited the response capabilities of Bergen County.

'A Westchester County bus dispatcher did not demonstrate adequate knowledge of responsibilities. B is could have impeded the protection of the public due to improper dispatch of buses.

• Plans and procedures for 2 nonpublic schools in Rockland County have not been developed.

• rne orange County raciological field monitoring team did not demonstrate adequate nonitoring capabilities.

Ihe operation of the Orange County reception / congregate care center was poorly managed.

' Administrators at some schools in Orange County were not aware of radiological emergency response procedures.

He FEMA Region II staff held a meeting with New York State on September 25, 1986, to diccuss the remedial exercises / actions related to these deficiencies.

Based on that meeting, a schedule for these events will be established. We will inform you as soons as the schedule is finalized. FENA also requested the Stateand received to provide a schedule analyzed, of corrective we will send actions.

As you are already aware, there were siren malfunctions in Rockland and Westchester County when the sirens were activated 'on the day of the ~ exercise.

As you are also aware, Consolidated Edison, the utility involved in the exercise, investigated the cause of the failures, made the appropriate repairs to the system, inplemented procedural changes for activating the system and successfully retested the system on June 28, 1986. On August 26, 1986, we reported to Mr. John T. . Grant, the County Executive of Rockland County, the results of our review of Consolidated Edison's actions._.We also sent you a copy of that letter. As we indicated to Mr. Grant, based on reports on the situation submitted by the State of New York and Consolidated Edison, we are satisfied that the utility has addressed the problem which caused the siren failure.

The overall Indian Point alert and notification system is currently under review by FEMA, including the routine testing procedures for the system.

When we have completed the entire review, we will report the results.

Based on our analysis to date, the testing program now inplemented is ade-quate and satisfles PEMA and NRC system testing requirements.
