Dear Mr. Hassell:
Mr. Ihor Husar of the Regional Staff has been prmoted resulting in the assignment of new responsibilities.
Consequently, he will not be available to testify when the hearing before the ASLB resumes.
We intend to proceed with a three man panel before the Board.
Mr. Roger Kowieski, Project Officer of the Natural and Tedinological Hazards Division and Chairman of the Regional Assistance Committee will replace Mr. Husar on the panel.
Mr. Kowieski has been involvea in emergency planning involving natural and technological sources since 1978. He is fully conversant with the activities surrounding FEMA's review of the offsite emergency plans and has assumd the lead responsibility for the review and evaluation of New York State's corrective actions and the proposed exercise scheduled for Mardi 9,1983.
