New York Public Interest Research Group (NYPIRG)
Petition Concerning the Indian Point Nuclear Power Station This is in response to your June P2,1984 memorandum concerning the petition filed with the Nuclear Regulatory Commission (NRC) on April 6,1984, by NYPIRG.
J NYPIRG requested iniediate suspension of the operating license for the Indian Point units based on alleged inadequacies in planning and preparedness for school children in a radiological emergency.
Your memorandum lists additional issues which you felt were not fully addressed in the Federal Emergency Management Agency's (FEMA) June'11, 1984 report on the NYPIRG petition.
Your June 22, 1984, memorandum was modified by agreements reached in a June 26, 1984 telephone conversation between Don Perrotti of NRC, Phil McIntire and Paula Cammarata of FEMA Region II and Margaret Lawless of FEMA Headquarters.
The purpose of the conversation was to clarify the list of additional issues.
It was agreed that certain issues could be combined and a single response could be prepared for the combined statement.
In summary, the issues were combined as follows (the numbers refer to NRC's list): 1 and 7; 2 and 3; 4 and 6; 8, i
10 and 12.
Issues 5 and 9 were answered separately.
Issue 11 was dropped because it was previously addressed by FEMA's Response II in the June 11, 1984 comments on the petition.
Issue 11 is also addressed in New York State's response to the legal questions posed in FEMA's June 11, 1984 letter to Don Davidoff, Director of New York State's Radiological Emergency Preparedness Group, on the NYPIRG petition (Attachment 2 is FEMA's letter and Mr. Davidoff's response.).
4-We have also attached a report (Attachment 1) prepared by the FEMA Region II office on the list of additional issues, as modified in the June 26, 1984 telephone conversation mentioned above.
