Post-Exercise Assessment for the April 10, 1985 Remedial Exercise at the Indian Point Nuclear Power Station Attached is a copy of the post-exercise assessment report of the April 10, 1985, remedial exercise of offsite radiological emergency plans and preparedness for the Indian Point Nuclear Power Station. The report was prepared by Region II, Federal Emergency Management Agency (FEMA).

The exercise was conducted primarily to resolve 2 Category A deficiencies resulting from the November 28, 1984 exercise at Indian Point. Briefly, those two deficiencies were:

o The issuance of Emergency Broadcast System (EBS) messages from the Joint News Center took too much time, o Decisionmaking regarding protective action recommendations was delayed in Rockland County.

- Some Category B deficiencies were also retested at that time.

In order to test whether or not these two deficiencies had been corrected, it was necessary to activate fully the Joint News Center and the Rockland County Emergency Operations Center (E0C). There was only partial activation and limited evaluation of emergency response organizations in New York State and Westchester, Orange and Putnam Counties.

Based on the evaluation of the April 10, 1985 exercise by a team of Federal observers, FEMA believes that both Category A deficiencies identified during the November 28, 1984 exercise were corrected. We also believe that the level of planning and preparedness in Rockland County has reached a point where FEMA can provide reasonable assurance that the public health and safety can be protected. Therefore, there is no longer a need for a State Compensating Plan for Rockland County.
