ENCLOSURE ,

t NOTICE OF VIOLATION Georgia Power Company Docket No. 50-366 Hatch Unit 2 License No. NPF-5 During the Nuclear Regulatory Commission (NRC) inspection conducted on April 26 -

May 30, 1986, a violation of NRC requirements was identified. The violation involved the failure to recognize an inoperable hydraulic snubber. In accordance with the " General Statement of P icy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (: ,, the violation is listed below:

Unit 2 Technical Specification (TS) 4.7.4.b, Amendment No. 51, which was in effect on August 5, 1985, requires that a snubber be declared inoperable if visible signs of leakage are present.

Contrary to the above, on February 26, 1986, hydraulic snubber 2E11-RHR-R90, was found leaking and not declared inoperable as required by TS 4.7.4.b, Amendment No. 51. This condition was attributed to an inadequate snubber inspection and functional test procedure 52 SV-SUV-001-2 which the licensee failed to revise following implementation of TS Amendment No. 51.

TS Amendment No. 51 was implemented by the licensee on September 4, 1985, and changed the snubber visual inspection criteria. Previous licensee corrective actions discussed in Licensee Event Report numbers

, 50-321/85-28 and 50-366/85-28 failed to prevent this type of recurrence.

l This is a Severity Level IV violation (Supplement I) - Unit 2 only.

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the violation; (2) the reason for the violation, if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
