OFFICE OF INSPECTION AND ENFORCEMENT COMPLIANCE BULLETIN 86-01: MINIMUM FLOW LOGIC PROBLEMS THAT COULD DISABLE RHR PUMPS - BROWNS FERRY NUCLEAR PLANT In response to IE Compliance Bulletin 86-01 dated May 23, 1986, we are providing the following information as requested. The Residual Heat Removal (RHR) minimum flow valve logic design precludes a single failure of the flow j sensing instrument to cause all the minimum flow valves to close, disabling all RHR pumps. This is due to the system configuration and logic design. The system configuration has two minimum flow valves, one for each loop, which contains two RHR pumps. There is a separate logic train for each valve, each logic train has an independent power supply. Both minimum flow valves have their own discharging piping to the suppression pool.

In summary, BFN's as-constructed configuration precludes single failure vulnerability regarding the minimum flow valves for the RHR system.
