50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - READINESS FOR THE NRC ENVIRONMENTAL QUALIFICATION AUDIT On May 2, 3990, NRC issued the LFN Unit 2 master inspection plan which requested notification ot' TVA's readinese for the Environmental Qualificatior; (EQ) audit. This notification le to be provided two vecks prior to the audit. As a prerequisite NRC requested that 90 percent of tht. Equipment Qualification Data packages (EQDP's) r.nd 75 percent of the modifications (ECN/DCN'si) and Maintenar,ce Requests (MR's) be completed prior to the audit.
An EODP is conside.ted completc if the " technical argument" has been established and only ft91d verification open items remain open.
From a total population of 81 EQDP's, 73 EQDP's must be complete prior to the audit. Te date, 72 have been completed. The oni) remaining required binder'is 3.n the review process and will be completed prior to June 15, 1990..
Regarding MRs, 330 of 427 MRs have been completed. This represents 77 percent of the MRs.
For the purpose of the audit, completion of the modification work is being measured through ECN/DCN field completion, which in turn is tracked through the number of FORM-133*s issued. A FORM-133 (Modification - Work Completion Statement) is issued when the field engineer acknowledges that installation work is complete. Of the 230 FORM-133's to be completed prior to the audit 212 TORM-133's have been issued. The remaining 18 FORM-133's will be issued prior to June 25, 1990.
TVA considers this tracking method of modification work to be conservative.
For example, in terms of total number of man-hours 785,100 of the 896,000 man-hours projected as needed to complete EQ modification have been worked.
This represents completion of 87 percent of the total man-hours needed.
