The-purpose-of this letter is to inform you that the BFN RRB and its related functions wil1 be phased out when fuel load begins. TVA considers that the

~

beginning of_ fuel load is an appropriate milestone for~this phaseout since-

. work on most safety-related systems will be complete. As a result, the4 balance of the the current outage at BFN more-closely: resembles' the refueling -

. outage of an operating plant where emergent-issues are reviewed on a daily-

' basis to determine applicability;to the present outage.

lAt the time of shutdown in 1985 significant regulatory and hardware deficiencies existed at BEN.L In 1986 TVA established a special Task Force to

verify the identification of problems and initiate actions forgresolution

-where necessary prior to restart of-BFN. 'The Task Force also_ developed a

, process and_ criteria for review of issues to determine whether'resciution of I-each issue would be required-prior to_ restart of BEN. The-BFN RRB -which is-currently a subcommittee of the Plant Operations Review Committee, was initially established'as=a subcommittee of the Task, Force to' assist in the<

discovery and review of items required for Unit-2 restart. The RRB and:the restart requirement-criteria were both described in the-Browns Ferry Nuclear Performance' Plan-(Volume III),-Revision 2, dated October-24,51988.-

Therefore, unless TVA is otherwise informed in writing, TVA will phase'out the

RRBLand its telated functior.s on the date fuel load commences.
