WEUTRON FLUK HONITORING INSTRUMENTATION (TAC WOS. 51073, 51074 51075) 1 This'1etter is in response =to the NRC's Supplemental Safety Evaluation regarding conformance to Regulatory Guide 1.97, Revision 3. Which was provided by WRC letter dated February 8,1990.
The NRC letter fotvarded the NRC staff's position that. Browns Ferry shall install neutron flux monitoring-i instrumentation which' complies with the category I criteria of Regulatory Guide 1.97.
TVA endorses the BWR Owners' Group letter August 16, 1990, to Dr. Thomas E. Murley which appeals the NRC Staff's position directing i
installation of upgraded neutron flux monitoring systems.
In sumary, the currently installed neutron flux monitoring capability is adequately qualified for design basis events and the significant expenditures which would be

required to upgrade this equipment catraot be justified from a cost-benefit I
perspec'1ve.
TVA requesto that furth9r BFW specific actions regarding this f
issue be deferred pending the resolution of the owners' Croup appeal.
