SUBJECT: N'RC BRAIDWOOD PHYSICAL SECURITY INSPECTION REPORTS

50-456/97020(DRS); 50-457/97020(DRS) AND NOTICE OF VIOLATION

Dear Mr. Tulon:

On November 21,1997, the NRC completed an Inspection at your Braldwood Nuclear Power

Station, Units 1 and 2. The enclosed report presents the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas,

the inspection consisted of a selective examination of procedures and representative records,

observation of performance, and interviews with staff. The objective of the inspection effort was

to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the reaults of the inspection, it appears that some of your activities were riot

conducted in accordance with NRC requirements. We are concerned that on four occasions in

a three month period (June through August 1997) security officers were inattentive to duties,

resulting in inadequate compensatory measures for a failed security system on one occasion

and a reduced security response force capability on two occasions. Although you identified the

violations, and the individuals were terrninated, additional instances occurred. It appears that

inattentiveness has not been an isolated problem at Braidwood. Based on our review of the

details of each personnel error, we concluded that a contributing factor was the failure of

security force members to report to their supervisors when conditions existed which impaired

their ability to perform their assigned duties. Also, your expectations regarding fitness for duty

were not fully understood and properly implemented by all security force members.

These violations are cited in the enclosed Notice of Violation (Notice), and the circumstances

surrounding the violations are described in the enclosed report. Please note that you are

required to respond to this letter and should follow the instructions specified in the enclosed
