By Letter W3F1-97-0175, dated July 3,1997, Waterford 3 requested an exception to Regulatory Guide (RG) 1.26, " Quality Group Classifications and Standards for Water , Steam , and Radioactive-Waste-Containing Components of Nuclear Power ,

Plants," as stipulated in Standard Review Plan (SRP), NUREG-0800 The SRP states exceptions to the specified quality group classifications of RG 1.26 are 4 acceptable if justification can be demonstrated by alternate design rules based on the use of a more conservative design.

Regulatory Guide 1.26 was requested. Attached is a comparison of ANSI B31.1, ASME Section lll Subsection ND, the as-built requirements, and an evaluation of the as-built requirements. This comparison is not article by article, but was performed on the critical characteristics used in the design and installation of the Instrument Air System, included in this comparison is an evaluation of how the actual design and l installation compares with ASME Section Ill, Subsection ND requirements. Based on this evaluation, Waterford's alternate design, with lower stress allowables from / l ANSI B31.1 and the increased quality control of materials from ASME, is considered I a more conservative design than required by the SRP and RG 1.26.
