Response to Generic Letter 88-03, Resolution of Generic Safety Issue 93, "Steam Binding of Auxiliary Feedwater Pumps"

Dear Sir:

In response to Reference (d), we have reviewed our procedures and practices for the operation of the emergency feedwater pumps at the Yankee Nuclear Power Station, and found them in place and adequate to recognize and prevent conditions leading to steam binding. Provided below are the results of our detailed review.

GENERIC LETTER 88-03 ITEMS

1. Maintain procedures to monitor fluid conditions within the AFW system each shift during times when the system is required to be operable. This monitoring should ensure that fluid temperature at the AFW pump discharge is maintained at about ambient levels.
2. Maintain procedures for recognizing steam binding and for restoring the AFW system to operable status, should steam binding occur.

As discussed in our initial response to IE Bulletin 85-01, Reference (c), the operation and surveillance of the emergency feedwater pumps are addressed by the following plant procedures:

OP-3203, "Loss of Feedwater" OP-4211, "Emergency Feedwater System Operability Test" AP-2OO7, "Maintenance of Operations Departmental Logs" (Primary and Secondary Auxiliary Operator Log Sheets)

The utilization of these plant procedures, in combination with the operator training program and the emergency feedwater system configuration at the Yankee Nuclear Power Station, ensures that steam Ob, l

I' binding of the emergency feedwater pumps is an unlikely event and would not disable all emergency feed capability.

Therefore, bcsed on this review and our previous response, this letter then confirms that the procedures discussed in Generic Letter 88-03 (Items 1 and 2), and specifically referenced above, are in place and will be maintained.
