NRC POSITION ON IGSCC IN BHR AUSTENITIC STAINLESS STEEL PIPING Generic Letter (GL) 88-01 transmitted 13 new staff positions relative to intergranular stress corrosion cracking (IGSCC) near weldments in Boiling Hater Reactor (BHR) piping. NUREG 0313, Revision 2 described the technical bases for the staff positions and was included as an attachment. All BWR licensees were requested to assess the staff positions for conformance or propose alternative measures, and supply information relating to piping replacement, inspection, repair and leakage.

This letter provides our response to GL 88-01. Attachment A describes our assessment and conformance relative to the guidance of NUREG 0313 Revision 2 and the 13 staff positions included in GL 88-01. Attachment B is a listing of the IGSCC susceptible welds re.naining at PNPS.

ATTACHMENT A TO BECO LETTER 88-119 Resoonse to Generic Letter 88-Q1 This attachment provides the Boston Edison Company response to Generic Letter 88-01. Each of the 5 responses was determined by assessing our conformance to the 13 staff positions provided in Attachment A of the generic letter. The related sections of NUREG 0313, Revision 2 were also used as guidance.

Each response item was assigned the appropriate staff position as follows:

  • For Item 1, staff positions 1 through 8 were reviewed
  • For Item 2, staff positions 9, 10, and 11 were reviewed
  • For Item 3, no staff position was provided
  • For Item 4, staff position 12 was reviewed
  • For Item 5, staff position 13 was reviewed Each item is quoted from GL 88-01, followed by our response.

For Item 1 orovida:

Your current plans regarding pipe replacement and/or other measures taken or to be taken to mitigate IGSCC and provide assurance of continued long-term piping integrity and reliability.

Resoonsg:

During Refuel Outage Six (Dec. 1983 to Dec. 1984), we replaced the entire Recirculation System piping and portions of the Residual Heat Removal (RHR)

System, Core Spray (CS) System and Reactor Water Cleanup (RHCU) System l piping. The replacement material consisted of 316NG seam welded piping with shop applied solution heat treatment during fabrication, unless otherwise specified. The system components affected included:

  • The replacement of Recirculation Loops A and 8 with 316NG material,

! and the removal of the 22" equalizer valves and their respective bypass lines.

  • The replacement of Reactor Pressure Vessel safe-ends at recirculation inlets & outlets for Loops A and B with 316NG Haterial.
  • For RHR:

Replacement of the 20" supply piping from the recirculation piping tie-in to containment penetration X-12 (ISI weld No.

10-0-I to ISI weld no.10-0-14) with 316NG material .

Replacement of two 18" return lines from the reactor containment l penetrations X-51 A and X-51B to the recirculation piping tie-ins, but not including the penetrations, with 316NG material.

- - Replacement of the RHR "B" loop piping outside the containment from ISI weld nos. 10-IB-14 thru 10-IB-16 with 316NG material.

Last Pass Heat Sink Helding (LPHSH) on ISI weld nos. 10R-IA-12 and 10R-IB-12.

- Application of Corrosion Resistant Cladding (CRC) to the penetration X-518 flued head welds with 308L material.

  • For CS:

The replacement of CS Loops A and B from the in-board manual valves 6A and 68 to the reactor containment penetration X-16A and X-168 (but not including the penetrations), with 316NG material.

The replacement of the CS "B" Loop piping outside containment, containing ISI weld no.14-B-21, with 316L material.

LPHSH on ISI weld nos. 14R-A-16 and 14R-B-16.

  • For RHCU:

The replacement of the RHCU piping from the branch connection on the RHR piping to the reactor containment penetration (X-14),

(but not including the penetration), with 316 NG Haterial.

LPHSH on ISI weld no. 12R-0-23.

In addition, piping 2" and smaller that branch from the new large bore pipe were replaced with 316L material.

IGSCC mitigation efforts include implementation of Hydrogen Water Chemistry (HHC), limited Heat Sink Helding (HSH) and limited Corrosion Resistant l Cladding (CRC). Other remedies commonly applied in BHR piping such as

Induction Heating Stress Improvement (IHSI) have not been used for IGSCC l susceptible Class I piping at PNPS. There are no unrepaired cracked welds I remaining in-service at PNPS. However, a weld overlay repair was performed on I

a cracked jet pump instrument seal weld (No. RPV-N9A-1).

HNC is expected to provide protection against IGSCC in the RHR, RHCU, Recirculation Systems piping and weldments, Core Spray System piping, and the overlay repaired jet pump instrument seal. During our current refueling outage, (RF0 #7), we installed a Crack Arrest Verification System (CAVS) to monitor crack growth and demonstrate the mitigating effects of HHC. License Amendment 118 dated 06/17/88, revises the PNPS Technical Specifications to accommodate permanent installation of the HNC system.

Remaining piping susceptible to IGSCC is being inspected as referenced in our i letter dated 05/06/87 "IGSCC Augmented Inspection Program Supplemental Information" which provided a summary of BECo's correspondence regarding our GL 84-11 augmented inspections for IGSCC. Our response to item 2 of GL 88-01 provides an update to our IGSCC Augmented Inspection Program.

An Inservice Inspection (ISI) Program to be implemented at the next refueling outage for austenitic stainless steel piping covered under the scope of this letter that conforms to the staff positions on inspection schedules, methods and personnel, and sample expansion included in this letter.

Resoonse:

He conform to staff positions 9 and 10 and offer an alternative method of conformance to staff position 11.

For staff position 9 "Inspection Methods and Personnel":

Inspection procedures, equipment, and examination personnel used to perform inspection on piping welds within the scope of GL 88-01 will be in accordance with the requirements of GL 88-01 and will be aualified under the EPRI/NRC/BHROG NDE Coordination Plan for IGSCC Rescarch.

For staff position 10 "Inspection Schedules":

He are revising the appropriate procedure and/or instructions to reflect the new IGSCC augmented inspection schedules as required by GL 88-01.

Attachment B to this letter is a list of the IGSCC - susceptible welds remaining at PNPS identified by component identification number, description, isometric number, system, line number, and category.

The following is a brief description of the schedules for inspection:

Category A

  • IGSCC resistant welds 7 (20% per outage) Category A circumferential piping welds and the adjacent longitudinal seam welds will be inspected during each upcoming outage.

Category D e Non-resistant welds, previously inspected 41 (50% per outage) Category D welds will be inspected during RF0 #8 and 45 during RF0 #9. The increase is due to the planned inspection of 8 category G welds during RF0 #8. After this initial inspection these 8 welds will be considered Category D, 50% of which will thereafter be inspected every other refueling outage.

Category E

  • Overlay Repair The single existing weld overlay (RPV-N9A-1) will be inspected during RF0
  1. 8, and every other refueling outage thereafter.

Category G e Non-resistant not previously inspected Twelve IGSCC susceptible piping welds have not previously been inspected and are therefore considered Category G per GL 88-01. Following inspection as Category G welds during RF0 #8 eight of these welds will be reclassified as Category D.

Four Category G piping welds have not been inspected due to their ,

inaccessibility to UT inspection methods. Two welds (12-I-20 and 12-I-22) will be monitored for leakage by daily plant operator tours. The l remaining two welds (10-IA-13A and 10-IB-138) are located within drywell I penetrations. Held number 10-IB-13A is a Corrosion Resistant Clad weld I but is inaccessible. Any leakage from these welds will be monitored by the Drywell Leakage Detection System.

For staff position 11 "Sample Expansion":

He propose the following alternative to exact conformance to your position.

This alternative will allow us the option to reduce the size of expanded samples when technically justified.

In the event that cracks are found in IGSCC category A, B, or C piping welds during the 10 year interval, an additional sample of welds approximately equal in number to the original sample will be inspected. The size and distribution of an expanded sample will be subject to a technical justification / evaluation by the Boston Edison Nuclear Engineering Department using the guidelines provided by GL 88-01 (NUREG-0313, Revision 2) and the appropriate ASME Section XI code sections.

The staff position allows for technical evaluation for determination of sample expansion distribution (according to pipe size, system and location) when cracks are found. An excerpt from the staff position on Sample Expansion states; "This additional sample should be similar in distribution (according to pipe size, system, and location) to the original sample, unless it is determined that there is a technical reason to select a different distribution."

For Item 3 submit:

A change to the Technical Specifications to include a statement in the section on ISI that the Inservice Inspection Program for piping covered by the scope of this letter will be in conformance with the staff positions on schedule, methods and personnel, and sample expansion included in this letter (see enclosed model BWR Standard Technical Specification). It is recognized that the Inservice Inspection and Testing sections may be removed from the Technical Specifications in the future in line with the Technical Specifications Improvement Programs. In this case, this requirement shall remain with the ISI section when it is included in an alternative document.

Resoonse:

Section 3/4.6.G. "Structural Integrity", of the PNPS Technical Specifications,

. contains reference to appropriate ASME codes and to the ISI Program for l Pilgrim Station. IGSCC inspections, conducted to comply with Generic Letter l 84-11, are considered ISI Program related augmented inservice inspections l (

Reference:

10CFR50.55a(g)(6)(ii)). Because the GL 84-11 requirements have been superseded by GL 88-Oi, we now consider GL 88-01 inspections to be augmented inspections. As such, any technical specification change to specifically reference GL 88-01 would be redundant to that which is presently

[ in the PNPS Technical Specifications and required by the Code of Federal l Regulations.

ATTACHMENT A TO BECO LETTER 88-119 Also, using the 3 criteria provided in the NRC Interim Policy Statement on scope and purpose of Technical Specifications, (52 FR 3788) dated 02/06/87, we have determined that the addition of a reference to Generic Letter 88-01 does not meet any of the criteria.

For these reasons, we have determined that a reference to GL 88-01 will not be requested for the PNPS Technical Specifications.

For Ite'n 4 include:

Confirmation of your plans to ensure that the Technical Specification related to leakage detection will be in conformance with the staff position on leak detection included in this letter.

Resoonse:

A Boston Edison letter, dated 02/04/85, from Mr. H. D. Harrington to Mr. D. B.

Vassallo, proposed Technical Specification changes in accordance with guidance provided by Generic Letter 84-11. This request remained open pending issuance of the NUREG 0313 revision and is assigned TAC number 56835. A comparison between GL 84-11 and GL 88-01 requirements identified only minor editorial differences. Therefore, no further Technical Specification changes beyond those already requested are considered necessary.

For Item 5 orovide:

In accordance with 10CFR50.55a(g), your plans to notify the NRC of any flaws identified that do not meet IH8-3500 criteria of Section XI of the Code for continued operation without evaluation, or a change found in the condition of the welds previously known to be cracked, and your evaluation of the flaws for continued operation and/or your repair plans.

Resoonse:

Reportability to the NRC of disco'/ered flaws in piping is addressed by present PNPS corrective action processes that will be revised prior to the next scheduled inspection to accommodate the notification requirements of GL 88-01.
