Dear Mr. Beach:
With regard to your correspondence dated July 22,1997, I fully agree that a critical aspect of managing our facilities is maintaining a safetyenscious work ;
environrnent where our employees and contractors feel free to raise concems '
without fear of retribution. The Comed Employee Concems Program is specifically designed to accommodate this important need.
Because there has been an increase in allegations at Zon Station, I have directed my staff to determine whether the appropriate safety-conscious environment is being rnaintained. We are taking actions to ensure that our erroloyee and contractors concems are addressed. However, there are several factors that may have contributed to the increase in allegations that you have identified. As you are g well aware, we are demanding significant improvement in personnel performance at A Zon. Moreover, the recent announcement not to replace the steam generators at Zon and the uncertainty caused by the deregulation of the electric utility industry may have created a sense of insecurity among members of our work force.
