Thank you for your letter dated February 21, 1986 and payment of Invoice No. E0315 (dated January 22,1986) in the amount of $33,484 for Part 55 services for your reactor facilities. In addition to payment of the invoice, you raised concern about the delay in our billing process and the fact that you need to obligate funds for any outstanding bills before the end of the year. Invoice No. E0560 was issued on March 18, 1986, to cover costs for Part 55 services through June 22, 1985. We expect to issue invoices in late April or early May 1986 for services and applications for the six-month cycle ending December 21, 1985.

While our first two billings under the revised Part 170 for the six-month cycles ending December 23, 1984 and June 22, 1985, were late being issued, we do not anticipate this problem in future billings. Under the current provisions of 10 CFR 170 and the NRC's related procedures, bills for each six-month period will be issued four to five months af ter the end of each billing cycle. For example, bills for the cycle ending in December of each year will not be issued until April or May of the following year. Bills for the cycle ending in June will not be issued until October and November of that year.
