50-89/98-202 AND 50-163/98-202 AND NOTICE OF VIOLATION

Dear Mr. Edwards:

On May 4-7,1998, the NRC conducted an inspection of the General Atomics TRIGA

Reactors Facility. The enclosed report presents the res""' Of that inspection.

Various aspects of your safety and security programs 'nere inspected including selective

examinations of procedures and representative records, interviews with personnel, and

observation of activities in progress.

Based on the results of this inspection, three violations were identified. The NRC is

concerned because these violations illustrate a lack of attention to detail that must be

!

maintained at all times, even when a facility is no longer used, and a decision has been

made to decommission that facility. The violations are cited in the enclosed Notice of

l

Violation (Notice) and the circumstances surrounding the violations are described in detail

in the enclosed report.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

l

and its enclosure will be placed in the NRC Public Document Room.
