ISSUANCE OF AMENDMENT NO. 27 TO FACILITY OPERATING LICENSE NO. R GA TECHNOLOGIES, INC. (GA)

The Commission has issued Amendment No. 27 to Facility Operating License No.

R-38 for the TRIGA Mark I reactor. The amendment consists of changes to the Facility Operating License and the Technical Specifications, Appendix A, in response to your submittal dated February 26, 1987.

The amendment changes, to make the license condition more complete, Paragraph 2.C.(1) of License No. R-38 to include the maximum reactivity insertion allowed in the pulsing mode. Also changed is Technical Specification 7.1 to eliminate an inconsistency between the license condition for the maximum power level at which the reactor may operate and the Technical Specification g for the maximum operating power level by eliminating the exception of the 250 kW maximum power level for the purpose of safety circuit testing. Safety circuits must be tested by a method other than raising the reactor power level above the licensed limit. We understand that GA has conducted this testing for several years by introducing an electrical signal into the circuit.

Copies of Amendment No. 27 and the related Safety Evaluation are enclosed.
