Dear Dr. Asmussen:

W6 are continuing our review of your proposed Revised Reactor Operator Requalification ;

Program for the TRIGA Mark F and Mark I reactors submitted by letter December 16,1997.

During our review, questions have arisen for which we require additional information and clarification.- Please provide responses to the enclosed request for additional information within

60 days of the date of this letter, in accordance with 10 CFR 50.30(b), your response must be
executed in a signed original under oath or affirmation. This request affects nine or fewer respondents and therefore, is not subject to Office of Management and Budget review under Public Law 96-511. p b p ENCIDSURE REQUEST FOR ADDITIONAL INFORMATION GENERAL ATOMICS RESEARCH REACTORS MARK F AND MARK l DOCKET NUMBERS 50-89 AND 50-163

1. Under Section ll:a " Practice Fuel Handling", l': order for the program to meet the requirement of 10 CFR 55.53(o), at least one of the " practice handling transfers" should occur each quarter.

Also, if the " practice fuel handling" does not take four hours, then the SRO/RO must perform additional duties to fulfill the four hour time period.

Please modify your program to assure that these requirements are included.

2. If the SRO/RO does not meet the requirement of four hours per quarter, then the requirernent of 10 CFR 55.53(f)(2) for test and research reactors needs to be fulfilled, i.e., six hours (minimum) on shift under direction. Please modify your program accordingly.
3. A biennial written examination shall be given as required by 10 CFR 55.59(a)(2)in the areas applicable to the status of the f acility. Please revise your program accordingly.
4. It is not clear what happens when one scores unsatisfactory in any one area. Is the SRO/RO permitted to continue their duties, or does a certain percentage of unsatisf actory ratings preclude the continuance of duties? If this is the case, what is the percentage? This question also applies to the written examination.
5. Explain the means to be used, i.e., lectures or self-study or both, to bring an unsatisfactory performance in one or more areas to an acceptable level, and what will be done when an SRO/RO fails in several areas which exceed the allowable percentage of unsatisfactories.
6. If the physicist in charge is an SRO, then he/she will also be required to go through the operating and written evaluation on an alternating year schedule. If this is the case revise the progra.o accordingly.
7. Include in Section I a topic dealing with area radiation and monitoring systems.
8. Include in Section IV Satisfactory Biennial Written examination. ,
