The Commission has issued the enclosed Amendment No. 35 to Amended Facility License No. R 38 for the General Atomics Mark l TRIGA Research Reactor. The amendment consists of changes to the facility license and Technical Specifications (TSs) in response to your submittal of December 17,1996, as supplemented on April 25, and August 18,26, and 29,1997.

The amendment removes the authority from the license to operate the reactor, authorizes

- possession only of the reactor, and changes the TSs to remove operational requvements not needed for possession-only status. .

A copy of the related safety evaluation supporting Amendment No. 35 is also enclosed.
