ISSUANCE OF AMENDMENT N0. 39 TO FACILITY OPERATING LICENSE NO. R-67 The Commission has issued the enclosed Amendment No. 39 to Facility Operating License No. R-C7 for the TRICA Mark F reactor. The amendment consists of changes to the Technical Specifications, in response to your submittal dated May 20, 1986, as supplemented on September 5, 1985 and January 22, 1987.

The amendment adds TRIGA fuel containing a maximum uranium content of 30 weight percent (wt%) with enrichment of less than 20% to the category of standard TRIGA fuel. Continued testing of TRIGA fuel with uranium content between 30 wt% and 45 wt% with enrichment less than 20%, is permitted under the special fuel provisions of the Technical Specifications.

A copy of the related Safety Evaluation supporting Amendment No. 39 is enclosed.
