Dear Sir:

The NRC Order issued to Boston Edison Company on January 18, 1982 contained, in Section V(6), a requirement that a corporate on-site representative posi-tion be established to provide a daily audit of plant operations. This posi-tion was established and, on February 16, 1982, Mr. A. L. Oxsen assumed the responsibilities of that position. Mr. Oxsen fulfilled the duties of the corporate on-site representative until December 10, 1983 when he was assigned the responsibility for coordination of the drywell activities during the refueling outage. This temporary assignment was approved by your letter of November 8, 1983.

Since the receipt of the Order on January 18, 1982 Boston Edison Company has made many organizational changes which have reduced the need for a corporate on-site representative. A new senior vice president position was established which has no duties other than the Nuclear Organization. A new vice president of operations position was established which has been assigned the responsibi-lity for oversight of plant operations. The Management Analysis Company has been hired to provide an audit review of the Nuclear Organization to both the Chief Executive Officer and the Nuclear Operations Review Committee of the Board of Directors. We created the Nuclear Operations Review Committee of the Board of Directors and staffed that Committee with five outside directors.

We have established a program in which the Chief Executive Officer meets with a department manager of the Nuclear Organization monthly,- on a rotating basis, in an effort to provide more corporate involvement in the day-to-day activities of the nuclear departments. ,

In sumary, all of these actions have significantly reduced the need of the position of corporate on-site representative. The position was most beneficial during the transition period while the above-listed organizational changes were being established. However, the permanent organizational realignment and frequent corporate involvement in the activities of the Nuclear Organiza-tion haveobviated the need for this position and, therefore, I request that under the terms of the January 18, 1982 Order Section V(6) be terminated.

We anticipate these changes will be completed in early January and will contribute to improved operation of Pilgrim Station.
