Dear Administrative Judges,

During 17 October , 1983 pre-hearing conference on TMI-l licensee stated that intervenors TMIA have a respon-sibility to read the documents available. Petitioner TMIA was advised by Licensee that technical data reports (TDR) 388 and '417 were available in the local public document room.

TMIA maintains that these documents are not available at the local public document room (see attachment) and has since learned that although the documents were released to ,the NRC during a meeting between NRC and GPU 15 September 1983, they have not been distributed to the public pending attachment of meeting minutes.

Wednesday, October 19, 1983 On Tuesday morning, October 18, 1983, Ms. Louise Bradford asked that some specific documents from GPU be retrieved from the' Nuclear Regulatory Commission depository collection, namely Technical Data Reports #388 and

  1. 417. Ms. Bradford had requested these TDRs from the collection a couple of months previously, and we had not found them. 1 made another search, along with Ms. Bradford, through the NRC material, without finding the TDRs. I called the Librarian at Three Mile Island, Debby Phillips, to ask her if they could be found in the NRC Depository collection, and also Sandy Schlosser at the Local Public Document Room of the NRC in Washington with the same question. According to Ms. Bradford, Ms. Phillips told her that the documents in question had not been added to the NRC Depository collection. I called Sandy Schlosser today at the LPDR in Washington, who told me that central files at the NRC had no record of receiving such documents.
