.The Pennsy'lvania Chapter of the Sierra Club requests the Commission to

require.the continuation'of'all' existing real-time and other monitoring now in-stalled in'the vicinity of.the Three Mile Island reactors, located in our state.

Following the'1979 accident at'THI-2, the installation and operation of.real-time monitoring were negotiated by a. person now activ in Sierra Club, and our many members in the Harrisburg area and nearby Middletown have an immediate and

-active' interest in the quality of protection available to them.

L It was our understanding.~that the licensee and NRC had agreed to continue

the operation.of the real-time. monitoring system through the final completion of TMl-2 clean-up.

We believe that retention of all existing monitoring capability is necessary to provide timely information in the event of severe accident at either reactor.

'It is also our understanding that the licensee now 1

intends to delay completion of TMI-2 clean-up for twenty or. thirty years.

Therefore, the full complement of monitoring must be maintained throughout the duration.of this. period.

We ask the Commission to so order.

Moreover, the Pennsylvania Chapter requests the Commission to require the i

installation of additional and improved monitoring, in order to fill existing gaps in the utility's system, to assure that all areas surrounding TMI are properly and sufficiently protected by effective radiation detection and alarm devices.

In' addition, a recent report describes warning siren malfunction in the area of the Peach Bottom Nuclear Power Station; the Pennsylvania Chapter therefore also here requests the Commission to require more' reliable emergency notification-systems than apparently are now in use in the environs of all of Pennsylvania's nuclear facilities.

We would appreciate receiving from your staff a status report on current and' proposed monitoring in the TMl area, by General Public Utilities Nuclear Corporation, the NRC, and other agencies of government.

Thank you for giving the Commission's consideration to these requests.

We look forward to the Commission's responses.
