Braidwood Station Units 1 and 2 Braidwood Evacuation Time Estimate NRC Docket Nos. 50-456 and 50-457 Comed has developed an updated evacuation time estimate for Braidwood Nuclear Station Units 1 and 2 This letter transmits the updated Braidwood Evacuation Time Estimate Stuh, dated September,1994, as an enclosure. In addition, Comed has provided the updated study to FEMA Region V for their approval.

Comed utilized the Federal Emergency Management Agency (FEMA)/NRC Interactive Dynamic Evacuation (IDYNEV) model to develop the evacuation time estimates presented in the Enclosure. This model is used to evaluate accident scenarios for natural and technological hazards. The data used in developing this study were based on the 1990 census, field verification for road network characteristics, and special facility interviews.

The updated study has been prepared in coordination with the State ofIllinois ,

Emergency Management Agency pereonnel. This study was reviewed in Illinois by Grundy County Emergency Services Disaster Agency (ESDA), Kankakee County ESDA, Will County Emergency Management, State ofIllinois Emergency Management Agency (IEMA), and Illinois Department of Nuclear Safety (IDNS) officials.

Comed has reviewed the updated Braidwood Evacuation Time Estimate Study, dated Septembr,1994,in accordance with Comed procedures. These reviews have indicated that the updated Evacuation Time Estimate, as a change to the generic Generating Stations Emergency Plan (GSEP), does not decrease the effectiveness of the generic GSEP, and the revised plan continues to meet the requirements of 10CFR50.47(b) and 10CFR50 Appendix E. As such, Comed may make the change to the Generic GSEP without prior NRC approval. i
