Beaver Valley Power Station, Unit No. 1 and No. 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 211 and 77 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed changes will revise Specification 3.4.6.1 titled " Leakage Detection Instrumentation" and Specification 3.4.6.2 titled " Operational Leakage", and the associated Bases for each, to address reactor coolant system leakage detection in accordance with NUREG-1431, " Standard Technical Specifications, Westinghouse Plants." In addition, related changes resulting from the above have been made to revise various Index pages and Definition Section 1.0. A new specification with associated Bases for each Unit titled " Seal Injection Flow" has also been included.

The proposed technical specification changes for Unit No. 1 had Unit No. 2 are presented in Attachments A-1 and A-2, respectively.

The safety analysis (including the no significant hazards evaluation) is presented in Attachment B. The typed replacement technical j specification pages are presented in Attachments C-1 and C-2.

I l This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in i

10 CFR 50.92 based on the attached safety analysis.
