In accordance with Tech. Spec. 3.4.7.1 Action Statement requirements, grab samples were taken following the event on 4-30-81. However, it was deter-mined on November 18, 1982 that the grab sample system utilized for those samples at that time probably did not function properly during the sam-pling. The malfunction was not detected at that time since FNP Unit 2 had not reached initial criticality when the samples were taken and the sample results indicating no activity were consistent with the expected condition.
