Dear Mr. Hong:

Pursuant to your letter to me of October 25, 1978, I am enclosing herewith a copy of the Michigan Supreme Court decision of October 24, 1977, regarding the annexation of the nuclear plant site to the City of Midland.

As you will note, on page 23 of the opinion, the case was remanded to the circuit court for the sole purpose of implementing the Boundary Commission's original order. "*>

(' wherein the annexation of the nuclear plant site to the City of Midland was deemed effective as of April 1, 1974.

For your additional information, the U. S. Supreme Court

[ declined to accept an appeal of the Michigan Supreme Court's decision in May of this year.
