- 7758 of May 16, 1984 The referenced letter requested a description of Stone & Webster's plan to maintain independence between the CIO team and a group of S&W personnel that, potentially, would be implementing the verification reinspection of Midland Plant diesel generators in response to generic concerns identified at other nuclear facilities with units supplied by the same supplier as those at Midland.

This topic was also discussed during the public meeting with the USNRC, CPCo and S&W on May 10, 1984.

The nationwide program for diesel generator reverification is being conducted

under the auspices of a joint utility owners' group which is presently being managed by the Duke Power Company. Stone & Webster's role in the program is to provide inspection personnel and supervision to the owncrs' group to execute the Y hands-on inspection of units owned by participating utilities. In this capacity, S&W personnel perform verification inspections under the overall control of the owners' group and report results to the affected utility and the owners' group management. Data recipients, in this case CPCo are responsible for analysis of results and formulation of action plans to resolve any identified discrepancies.

In this organizational arrangement, CIO would not verify or evaluate work performed by S&W inspection personnel as this is an owners' group / utility function. CIO review is limited to the use made of reduced data and subsequent follow-through for any corrective action that might be required.
