MONTICELLO NUCLEAR GDfEFATING PIAlff Ibcket No. 50-2o3 License No. DPR-22 Request for Authorization to Operate With Reload Fuel in the Core Pursuant to 10 CFR 50 59 (d), we request authorization for operation of the Manticello Plant with reload fuel in the core as described in the attached report entitled "First Reload License Submittal."

The fuel assemblies which will be inserted have a design slightly differ- '

ent than that described in the FSAR. The attached report describes the l new fuel and provides a comparison to the initial fuel design. A safety i analysis is included which shows that the reload core fuel does not re- l spond significantly different from the initial core fuel. No changes in  !

the Technical Specifications are required by the insertion of the new )

fuel assemblies.

The Monticello Operations Committee and the Safety Audit Comittee have reviewed this authorization request.

Oar outage is scheduled to commenee early in Ihrch,1973 and is expected to last approximately eight weeks. We shall appreciate establishment of a review and authorization schedule which vill permit resumption of plant operation as planned.
