Dear Mr. Eisenhut:

As a follow-up to reference 2, the following information is provided as a response to Generic Letter 81-04.

-The Emergency Response Guidelines developed by the Westinghouse Owners Group (WOG) fully address the requirements delineated in NRC Generic Letter 81-04. The guidelines concerning emergency procedures and operator training for Total Loss of All AC Power were submitted to the NRC via reference 3.

Texas Utilities Generating Company (TUGCo) is currently using these guidelines to write plant specific emergency operating procedures which will be available for NRC review approximately six (6) months prior to fuel load.

The TUGCo training department is using the WOG Emergency Response Guidelines in development and implementation of operator training for Total Loss of All AC Power.
