Director of Nuclear Reactor Regulation - tsc Attn: Mr. Robert A. Clark, Chief r p' Operating Reactors Branch #3 U. S. Nuclear Regulatory Commission

[D Washington, D.C. 20555 Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 '

Fission Gas / Clad Collapse Considerations during Cycle 5 Operation Evaluations of clad collapse and fission gas pressure have been performed for the Combustion Engineering fuel to be utilized at Millstone Unit No. 2 during Cycle 5. These evaluations assumed an end-of-cycle burnup which will bound that expected to be experienced by the lead fuel assembly as well as the lead fuel rod.

The results of these evaluations demonstrate that the minimum time to clad collapse for the limiting CE fuel is greater than 34,500 effective full power hours (EFPH), which is well in excess of the expected residence time for this fuel. Fission gas pressure cal-culations, utilizing the NRC enhanced fission gas release factor, were performed for the lead burnup rods. The results of these calculations show that the internal gas pressure will not exceed the nominal reactor coolant system pressure of 2250 psia during Cycle 5.

We trust you find this information satisfactory.

! Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY
