Changes to Emergency Preparedness Plan'

Dear Sir,

Attached is a revision of the Texas A&M University Nuclear Science Center (NSC) Emergency Preparedness Plan. The plan was ,

rewritten to correct weaknesses identified by a previous NRC l inspection at the facility (NRC inspection report 50-128/93-01) and several changes desired by the NSC staff.

The following specific changes were made:

1. The initiation of emergency actions will be based on I available air monitor readings and alarm setpoints. An alarm received on the fission gas monitor will become an NOUE.
2. Declaration of either a Notification of Unusual Event or an Alert will require informing the NRC within 15 minutes.
3. The TAMU Radiological Safety Office has been renamed the Office of Radiological Safety (ORS).
4. The NSC Health Physics Office has been renamed the Radiation Protection Office.

l l 5. The two Scott air packs will be removed to avoid their use j by non-certified personnel during an emergency. Only j l firemen trained in the use of the breathing apparatus will l i be required to enter the building.

6. Both area hospitals will be available for contaminated injured personnel.
7. There is not a permanent decontamination shower in the NSC  !

lab building. A temporary shower will be available and ,

water will be collected for later disposal.

8. Members.of the ORS are available for support during an emergency, but have not been trained on the NSC Emergency ,

Plan. On-call ORS staff will now be required to attend annual training on NSC emergency procedures.

These changes'are being submitted in accordance with 10CFR50.54(q). The changes were reviewed and approved by the NSC staff and the Reactor Safety Board (RSB) and were determined to not reduce.the effectiveness'of the plan. Final-approval of the changes was made'at the RSB meeting on August 25, 1994.
