The attached R-83 license amendment request regarding our Nuclear Science Center Reactor.(NSCR) organizational structure was recently mailed - to the USNRC with a

copy. to . you. I stated earlier that I would . supply, you with additional information to aid-in your review. The:information provided you is the internal organizational structure 'to be established - for .the ~ NSCR in accordance with and upon approval of
the amendment. The structure ' clearly shows advisory , work interface, and line.

management responsibilities. I would appreciate-your' sharing this information with Al- Adams as he :has expressed to me .his understanding of the problems presented by i

our present license' organizational structure. The present license organizational ll structure'(see attachment) needs a fix as the administrative line for the radiation protection program (Texas A&M University) and the administrative line for opera-tions'(Texas Engineering Experiment Station, the Licensee) never meet.

It should be pointed out that the' license amendment is the result of the findings of an independent review of NSCR activities conducted upon request by the licensee.

The reviewers were Tawfik Raby. and. John Cure. Recommendations were made to restructure the reactor administration along the' guidelines of ANS/ ANSI 15.1 and to

' move the license responsibility within - the Texas Engineering Experiment Station (TEES) to the Deputy, Director (Dr. Hall) who can dedicate more time to the maintenance of the license than the Director of TEES (Dr. Richardson) who is a very  ;

busy multilevel administrator. This change will provide for a more efficient l 2 organization to meet' management obligations and. responsibilities and the line l

. management structure will assure that the licensee is supported in all areas. )

License' Amendment Request - NSCR Organizational Structure '

r Gentlemen:

The Texas Engineering Experiment Station (licensee) respectfully requests the approval of changes to facility operating License R-83 regarding the NSCR Organizational structure as described in Section 6.0 and a change to the reporting requirements of reactor administration personnel changes as required in Section 6.6.2(b) (1) of the Technical Specification.s. The proposed changes are formally presented on retyped pages 46, 47, 50, 51 and 57 of Sections 6.0 and 6.6.2 of the Technical Specifications. The proposed changes have been reviewed and approved by the licensee, the Director of the Nuclear Science Center and the Reactor Safety Board with a conclusion that the new organization is an improvement in administrative controls and provides for improved communications and more efficient operations.. This proposed change will provide for a more streamlined and better functioning organization with clearly defined responsibilities.

The proposed changes are consistent with the organizational structure "The Development outlined in the research reactor standard ANSI /ANS 15.1 of Technical 1

Specifications for Research

. Reactors". Responsibilities are stated for individuals at all levels of reactor administration and operations, associated advisory organizations, and support organizations. License responsibilities have been assigned to the Deputy Director of the Texas Engineering Experiment Station. Assignment of the license to the Deputy Director (TEES) does not change the financial commitment and responsibilities made to the USNRC by the Texas Engineering Experiment Station in support of NSCR activities.

Implementation of the proposed changes would not result in any unfavorable safety implications and does not present any unreviewed safety questions. It is concluded that the safety and operational efficiency of the NSCR will be greatly enhanced by the new 79 C\ s r- t-1 /xm% () ,

- organizational structure and will result in improved management control of the routine daily function of operations and health physics programs.

In addition to the above changes in the NSCR Organizational structure it will be necesuary to change the designated licensee.in the reporting requirements of Section 6.6.2 (b) . (1) of-the Technical Specification. This change is reflected on page 57.
