License Ammendment - NSCil Administrative Change Ref: Docket Nos 50-128, R-83 Dear Mr. Rubenstein Information is provided to correct the letter of January 21, 1988 which was addressed to Mr. Berkow concerning a change in the administration of the NSCR as it is presently described in 6.1.1 of the Technical Specifications to License R-83. To implement this change in a proper authorization sequence, it is realized that a request for approval in the form of a license ammendment be obtained prior to establishing an effective date for the change. This is a correction to the stated effective date of the administrative change being February 1,1988. The shiftir; of the effective date of the administrative change has not and will not reduce the effectiveness of the administration of the NSCR as all offices and administrative assignments are under the direction of the li'ensee. It is desired to restructure the administration of the NSCR to streamline communications between the Nuclear Science Center and the licensee by assigning Dr. Reuscher who is directly involved in the development of programs and utilization of the reactor to advise the licensee on licensing matters and operations of the NSCR. The qualifications of Dr. Reuscher are outlined in the letter of January 21, 1988 as well as the proposed NSCR administration.
