ISSUANCE OF AMEN 0 MENT NO.-14 TO FACILITY OPERATING LICENSE NO. R-83 (TAC NO. M98495) l

Dear Dr. Russell:

The Commission has issued the enclosed Amendment No. 14 to Facility Operating License No. R-83 for the Texas Engineering Experiment Station TRIGA reactor.

The amesdment consists of changes to the license conditions'in response to the submittal by Dr.. W. D. Reece of April 15, 1997, as revised on May 26, 1997.

The amendment modifies the license conditions to allow greater flexibility in the possession and storage of the radioactive materials used to support research and development within the Nuclear Science Center site.

In connection with this amendment, we are enclosing two copies of Amendment No. 19 to Indemnity Agreement No. E-12. 'Please sign and return one copy to this of fice.

A copy of the related Safety Evaluation supporting Amendment No.14 is enclosed.

The chain link fence areas surrounding the Texas Engineering Experimont Station / Texas A&M University of Nuclear Service Center and defined as the Nuclear Science Center Site. The Nuclear Science Center is located in Brazos County, Texas.
