I In accordance with the request from the NRC (Ted Michaels) by phone and subsequent fax on August 11,1999, the NSC is submitting the final version of the Nuclear Science Center's  !

Technical Specification pending an official approval from the NRC.

Please note that the revised Technical Specification simply incorporates the changes that were 4 proposed in the previous letters with the exception of a minor modification. The " bases" of the I Technical Specification 3.6.4 have been slightly modified to incorporate the results of the phone conversation between the NRC (Frank Demeglio and Dan Hughes) and the Nuclear Science Center (Latha Vasudevan, Chan-Hyeong Kim, and Alfred Sanchez) on August 11,1999. Please note that the previous " basis" of Technical Specification 3.6.4 (b) is no longer correct as we used the detailed calculation (see Appendix 1, Safety Evaluation Report) instead of using the previous overly conservative calculation to determine the emergency action levels.
