US Nuclear Regulatory Commission Jan. 13, 1981 Mr. B. H. Grier N. R.. Barker Page 2 Nature of Defect This potential reportable event is related to those electrical component cabinets (see attached list) where the cabinet frame is welded to embedded steel angles. During a seismic event, uplift forces on the angle will be transmitted to concrete anchors (anchoring the angle), possibly overstressing the concrete, causing concrete failure and loss of positive anchorage.

The safety hazard which could be created, is possible loss of equipment function, due to excessive movement or rocking of equipment during a seismic event.

Date Information Obtained A written report indicating this to be potentially reportable, was received by the Quality Assurance Division on January 9,1981.

Corrective Action An engineering review will be performed to determine whether a safety hazard was created, and whether the potential deficiency exists on any other GAI-designed plants. This investigation will be completed by March 6, 1981.

If you require any further action on this matter, please contact me at (215) 775-2600, extension 2285.

Very truly yours, N. R. BARKER General Manager Quality Assurance Division At tachment i cc: 11. Lorenz T. M. Demers V.<Stello,' Director, 0ffice=of-Inspection & Enforcement. 3 copies
