Three Mile Island Nuclear Station Unit No. 1 Wetting of Components Docket No. 50-289

Dear Dr. Knuth:

You were notified on August 31, 1973, of a situation which could be considered reportable under 10CFR50.55(e)(1)(iii), " Conditions of Con-struction Permits". This situation related to wetting of the Building Spray Pu=ps BS-P-1A and 13, and Limitorque valve operators DH-V-6A and BS-V-33.

DESCRIPTION OF INCIDENT On August 31, 1973, construction personnel de-energired the Unit 1 temporary power to perform some electrical changes to the system. This sys-tem at that time was supplying power to the Unit 1 te=porary auxiliary build-ing sump pu=p. Loss of these pu=ps all' owed the auxiliary building su=p to fill, backfilling the cubicles for the building spray pu=ps through inter-connecting drain lines. Check valves in these lines which would nor= ally preclude reverse flow from the auxiliary building su=p to the building spray sump cubicles had not yet been installed. The building spray pump motors BS-P-1A and BS-P-1B were partially wetted to a level just above the bearing oil drain lines. Oil was observed floating on the water near the bearings of both BS-P-1A and 13. Limitorque valve operators DH-V-6A and BS-V-3B were laying on the floor removed from their respective valves and were partially wetted.

CORRECTIVE ACTION 1557 352 The area was pumped down when the condition was found to exist.

The te=porary su=p pumps in the cubicles for the building spray pu=ps were placed on permanent power. The personnel responsible for =aintaining the auxiliary sump pumps were instructed to contact their supervisor when a situation such as this is known to exist. .

Dr. D. R. Knuth The building spray motors and pumps were partially disassembled and inspected. The motors were dried with heaters, megger checked, inspected by the vendor (Westinghouse) and found to be satisfactory. This action resulted in the building spray pumps being placed back in cecaission.

The Limitorque valve operators were returned to the vendor for refurbish =ent and reconditioning. These operators have been returned to the Three Mile Island site.

The source of the water which caused the wetting was due to system flushing. The auxiliary building sump check valves have been installed to prevent water from backing up into the reactor building spray pu=p cubicles.

Results of these corrective actions are available at the Three Mile Island site for your review.
