9 Iw g DOCKET NOS. 50-266 AND 50-301 MODIFICATION OF PROTECTIVE RELAYING POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On March 31, 1981, the Nuclear Regulatory Commission issued Amendment Nos. 47 and 52 to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant Units 1 and 2, respectively.

These amendments include Technical Speci-fication changes which reflect modification to plant equipment to provide additional assurance of the proper functioning of safety-related electrical and emergency power systems.

To allow time for completion of modifications to the protective relaying scheme for the safety-related electrical distribution busses, the Commission permitted 60 days from the date of issuance of the license amendments before final implementation of the specification was required.

Due to longer than anticipated delivery times for the required replacement relays, the modification, which will provide three relays for degraded grid voltage protection on each of the four safety-related 4160 volt busses, has been unavoidably delayed.

This delay will result in certain aspects of Amendment No. 47 to License No. DPR-24 and Amendment No. 52 to License No. DPR-27 l

not being implemented within the 60-day time period.

It is anticipated that this modification can be completed by August 31, 1981.

7, Table 15.3.5-1:

Mr. Harold R. Denton May 30, 1981 remain at the existing setpoints until the new relays are received and installed.

These settings and the entire undervoltage protection scheme art described in detail in our September 17, 1976 letter to NRC.

Item No. 3a, Table 15.3.5-3:

The existing single relays which provide degraded grid voltage protec-tion for each safety-related 4160 volt bus will continue v.o provide this protection until the modification is completed.

Item No. 30, Table 15.4.1-1:

The frequencies for checks, calibrations and tests shown in this table will be implemented for the single relay which provides degraded grid voltage protection for each safety-related 4160 volt bus until the modification is complete.

After that time, the three new relays which protect each 4160 volt bus will be checked, calibrated and tested in accordance with the table.

This delay in full implementation of these revised Technical Specifications will have no effect on the continued safe operation of the Point Beach Nuclear Plant.

As discussed, adequate relaying protection for these electrical distribution busses has been installed and operational since initial plant I

operation.

We will inform you when this relaying modidication has been completed and the license amendments and Technical Specification changes have been fully bnplemented.
