WISCONSIN ELECTRIC POWER COMPANY POINT BEACH NUCLEAR PLANT, UNIT NOS. 1 AND 2 DOCKET NOS. 50-266 AND 50-301 Backaround By letter dated December 3, 1981 Wisconsin Electric Power Company (the Licensee) submitted an amendment request for Point Beach Nuclear Plant Units 1 and 2.

This request proposed a change to the Technical Specifications,.specifically, changing the time delay setpoint for the degraded grid voltage undervoltage relays from 13.6 seconds +/- 5%to under 60 seconds. The licensee discovered that the current drawn when starting Reactor Coolant Pumps during the. return from the annual refueling outage.of Unit I was sufficient to cause a voltage transient of sufficient time duration that the relays operated, tripping the affected electrical bus and causing the diesel generators to. start. The affected relays were installed on Unit I during this out. age..

Discussion and Evaluation It is undersirable to have these relays operate for normal plant evolutions and such was never intended.

Rather than remove the relays from service, it was concluded that the degraded grid protection they offer should be retained but with a sufficiently long time delay to prevent their operation from RCP starting. The 60 second inter-val (mac.) would solve this. problem and still retain substantially the degraded grid protection envisioned. In support of the 60 second time interval, the licensee referenced their previous submittal of January 17, 1980 in which the licensee stated that the Safeguards motors are rated to run continuously at 90%.to 110% rated voltage. The licensee also stated that the motors have a service factor of 1.15 and are not loaded beyond 1.0 thereby allowing them l

to carry normal loads at 80% voltage without overheating.

... i Environmental Consideration We have determined that the amendments do not authorize a ch'ange in effluent types or total amounts nor an increase in power level and Having made will not result in any significant environmental impact.

this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4),,d environ-that an environmental impact statement or negative declaration an mental impact appraisal need not be prepared in connection with the issuance of these amendments.

Conclusion We have concluded, based on the considerations discussed above, that:

(1) because the amendments do not involve a significant incr and do not involve a significant decrease in a safety margin, there is reasonable assurance that the health and safety of the public l

will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical, I

to the common defense and security or to the health and safety of the public.
